Story of the Picture:

Minister of Defence Urmas Reinsalu and Chairman of the Tallinn Memento Association Leo Õispuu unveiled a commemorative plaque for the 15 ministers of war and defence who held office in the Republic of Estonia in the years from 1918 to 1940 and almost all of whom were killed as a result of Soviet repression.
