Estonian Government appoints new Director General of Foreign Intelligence Service

Today, on the proposal of the Minister of Defence, the Government of the Republic of Estonia appointed Kaupo Rosin as the new Director General of the Foreign Intelligence Service.

Rosin’s five-year term as Director General of the Foreign Intelligence Service begins on 1 November.

Colonel Rosin is the current Commander of Cyber Command. From 2018 to 2022, he served as the Deputy Director of the analysis unit of the Joint Intelligence and Security Division at NATO Headquarters, and before that he served as Commander of the Military Intelligence Centre of the Estonian Defence Forces from 2012 to 2018.

The Director General of the Foreign Intelligence Service is appointed by the Government of the Republic on the proposal of the Minister of Defence, after hearing the opinion of the Security Authorities Surveillance Select Committee of the Riigikogu.

The main task of the Foreign Intelligence Agency is to collect, analyse and transmit information about external security threats affecting Estonia, thus contributing to the formulation of Estonia’s national defence and security policy. The Foreign Intelligence Service also ensures secure communication in the country’s classified networks and conducts foreign counterintelligence to protect Estonian diplomats and servicemen serving in foreign operations. The Foreign Intelligence Service also protects classified foreign information transmitted to Estonia by performing the duties of an authorised representative of national security.
