Minister of Defence Jüri Luik confirmed Margus Matt, the current Head of the Legal Department at the Government Office, as the Undersecretary for Legal and Administrative Affairs of the Ministry of Defence.

According to Minister of Defence Luik, Margus Matt possesses the required work experience and competence, and is well-versed in national defence and the field of law.

‘Matt fulfils all of the requirements for successfully performing the duties of his position. I wish him success and strength in his new position!’ stated Luik.

Margus Matt graduated from the Institute of Law, University of Tartu, in 2001, and from the Higher Command Studies Course at the Baltic Defence College, in 2016. He worked for many years at the Citizenship and Migration Board, and the Government Office, having served as the Head of the Legal Department in the Government Office since 2007. In his current work he has had close contact with questions concerning the right to national defence and other topical issues concerning national defence.

According to Matt, in the case of the right to national defence, as is the case with every other legal field, reasonable and clever legislative drafting, the preventive regulation of future problems and several other good and important legislative principles and practices, are undoubtedly important.

‘National defence is an area where, besides the above mentioned principles and subject specific issues, it would be reasonable to consider the handling of the concept of law as an aspect of deterrence,' said Matt.

The public competition announced for the position of Undersecretary for Legal and Administrative Affairs of the Ministry of Defence was carried out by the Selection Board of Top Executives in the Civil Service, which decided to submit the name of Margus Matt for appointment to the position.

Margus Matt shall assume the office on 21 November of this year.
