National Defence and Society

National defence comprises more than just military defence. One can contribute to national defence by non-military means which strengthen the bond between a citizen and the state, help develop the defence will of the nation and therefore strengthen the principles of action and sovereignty of the state.

Non-profit organisations and citizen’s voluntary initiative have an important role to play in dissemination and development of the defence will. Wider dissemination of national defence related knowledge and skills can be organised by way of the National Defence Course at schools, Senior Courses in National Defence and support of non-profit organisations which deal with the development of national defence.

The Ministry of Defence supports and encourages the activities of intergovernmental organisations which strengthen national defence and the defence will. By involving citizens of the state to the national defence in wider sense, we strengthen the independence of Estonia and secure our freedom.

Spring 2021

At the request of the Ministry of Defence, Eesti Uuringukeskus OÜ conducted a survey in the spring of 2021 among Estonian residents between the ages of 15 and 74. The survey included 1200 respondents. The primary purpose of the survey was to analyse residents’ attitudes and stances towards national defence.

The study has previously been conducted face-to-face, but as 2020 proved that this method was very unstable in the conditions of an emergency situation, it was not reasonable to keep using it. In the spring of 2021, the survey was conducted with a new method: as a combination of a Norstat Estonia online panel (70%) and phone interviews (30%).

Starting from 2021, the survey will be conducted once a year in the spring. For this reason, results were compared with previous spring results whenever possible. In the cases where a spring study did not include a specific question, the results were compared with the data of an autumn study, if possible.

Autumn 2020

In September 2020, Turu-uuringute AS conducted a population survey on behalf of the Ministry of Defence with the aim of obtaining an overview of the national defence opinions of Estonian residents. 872 Estonian residents aged 15 years and up were surveyed through face-to-face interviews. In the past, large-scale population surveys on national defence have been conducted twice a year. The large-scale spring 2020 survey was cancelled due to the spread of the coronavirus, and the survey was conducted on a reduced scale (based on a shortened questionnaire) over the phone and Internet. As such, the latest temporal comparative data for the majority of the topics come from the autumn 2019 survey.
