International research cooperation

The development of Estonia’s national defence no longer relies solely on domestic research and development but is intrinsically linked to international cooperation networks, alliances, and shared technological ambitions. The Ministry of Defence’s focus on international research cooperation reflects the understanding that modern defence capabilities are built through collaboration – by combining knowledge, technologies, and expertise across national borders.

International research cooperation enables Estonia to be part of world-class research and development, actively participating in initiatives of both NATO and the European Union.

For example, through the NATO Science and Technology Organization (STO), Estonia gains access to international expert networks and applied research that directly support the development of defence capabilities and the acceleration of innovation. At the same time, European Union mechanisms, such as the European Defence Fund (EDF), provide opportunities for joint projects aimed at developing new technologies and strengthening the competitiveness of the European defence industry.

Strategically, international research cooperation is built on three core principles: joint capability development, more efficient use of resources, and strengthening Estonia’s position among Allies. Cooperation with the European Defence Agency (EDA) helps avoid duplication and pool knowledge and resources across countries to develop shared solutions, while regional Baltic cooperation creates the conditions for launching targeted, needs-based development projects.
